Federal requirement: Check ID for anyone appearing under 27 years old.

What if a parent is with a minor?
No sale. Parents cannot buy tobacco for minors. If you suspect third-party purchasing, don't sell.
What if they have a military ID showing 18-20?
No sale. There is no military exemption. The minimum age is 21 for everyone.
What if they left their ID but I know they're over 21?
No ID, no sale. Personal knowledge doesn't count. You need valid ID.
What about vape products with 0% nicotine?
Check your state law. Some states regulate non-nicotine vapes the same way. FDA may not regulate 0% nicotine products as tobacco.
